Index Method of Effectiveness Assessment of Regional Policy in the Context of Stakeholder Interests (on the Example of the Regions of the Central Federal District)

Abstract

Modern challenges set new goals for the system of public management of regional development, the achievement of which is aimed at the development of a person, various social groups, business and society as a whole. Active search of optimal methods of state policy assessment implemented at the level of subfederal territorial entities is carried out both in foreign and domestic science and is aimed, inter alia, at determining the reserves for increasing its effectiveness. The article is devoted to consideration of the existing methodological approaches to management assessment of socio-economic system of the region in the context of ensuring the population interests, business and the state as the main parties interested in its development, and their comparative analysis. The opinion is justified that the most objective effectiveness indicators of regional policy are integral indices formed on the basis of official statistical data by rationing them using the MinMax method and aggregating them into private indices that characterize not only various groups of stakeholders, but also the main interests of stakeholders. On the material of the subjects that are part of the Central Federal District, practical testing of the methods proposed by S.M. Sakharova, M.I. Kurganov and E.A. Tretyakova was carried out. The results of the study show differences in the rating lists of the regions of the Central Federal District in terms of the effectiveness of regional policies implementation, taking into account the stakeholders interests. The article suggests the ways to improve the index assessment methodology within the framework of the stakeholder approach to management of the constituent entities of the Russian Federation.
