State Management of Agro-Industrial Complex Development as a Basic Industry of the Republic of Crimea

Introduction. The economy of the national economic complex consists of the economies of the country's regions. The economic development of any region is determined by its basic industries, which should be the object of close attention of the region's leadership. State support for the basic sectors of the economy as a whole and the regions is determined by the national development goals of the country, but taking into account geographical location, natural and climatic conditions, the availability of minerals, as well as the potential of the region. The purpose is to identify the difference between the concepts of "priority" and "basic" industry and to consider the instruments of state management of the development of basic industries in the region, taking into account the priority areas of economic development in the Russian Federation and using the example of the Republic of Crimea. Methods. In the course of the research, the legal documents regulating the state management of economic sectors were studied. Management of the priority industries development is implemented through the use of program-oriented approach. The state management of the basic industries development is considered on the example of the agricultural sector of the Republic of Crimea taking into account the priority. Results. As a result of the study, it was found that the concept of "basic industry" is crucial for the region, and the priority of the industry is determined by the goals and objectives of the country's development at a certain stage. The basic industries were formed based on its natural and climatic conditions and development history and form the region's economy. As a result of the study, it was found that the basic industries for the Republic of Crimea are industrial production, agriculture, construction and tourism. State development programs were developed in the Republic of Crimea, which define indicative achievement indicators, directions of industries development and financing sources for such programs. The application of program-oriented approach in industries management is considered on the example of agricultural sector. Analysis of the state program implementation to support agricultural sector demonstrated its implementation effectiveness. Thus, the program-targeted method of public administration makes it possible to develop the basic industries of the regions within the framework of the priorities for achieving the national goals of the Russian Federation. Conclusions. The study showed that on the basis of natural and climatic conditions, the region has basic industries that are also the priorities for the country's economy. They have potential for future development, and the development vector can be adjusted and shaped by using a project approach in public administration.Downloads
