Analysis of the Main Problems Arising in the Process of Implementing Budget Expenditure Reviews in Russian and Foreign Practice

The purpose of the study is a comparative analysis of the problems arising in the process of implementing budget expenditure reviews in Russian and foreign practice. The methods of comparative and legal, logical and system analysis were used in the research. Comparative analysis showed that the problems arising in the process of implementing reviews in Russia and abroad are generally identical. The problems are as follows: limited administrative and managerial resources needed to prepare budget expenditure reviews, including the inability to implement them by the financial department, insufficient interest of sectoral departments in overcoming budgetary incrementalism and reducing inefficient expenditures, which, in turn, makes it difficult for them to delegate functions related to analyzing the effectiveness of budget expenditures, and serious lack of information to analyze the final results and final effects of budget expenditures, especially project-type expenditures, as well as the lack of the necessary methodological base necessary for preparation of reviews.Downloads
