Transferable Ruble and Digital Reconstruction of Multilateral Clearing

The transferable ruble, having been used in the system of the Council for Mutual Economic Assistance (CMEA), has long been considered as a technical element of planned foreign trade. However, it represented an early form of supranational unit of account based on multilateral clearing and collective trust. The article provides historical, economic and institutional analysis of the mechanism of transferable ruble and the activities of the International Bank for Economic Cooperation (IBEC), and identifies the strengths and weaknesses of this system. On the basis of the analysis, the concept of its digital reconstruction is proposed in the form of cooperative external equivalent RUBIT and supranational emission and clearing center operating above neutral digital infrastructure. It is shown that modern technologies of distributed registries and open audit make it possible to solve the problems that led to collapse of transferable ruble, while maintaining its key principles: equivalence, multilateral set off and the priority of real exchange over the currency movement.Downloads
