Post-industrialization of the society stipulates increase the demand on the quality of educational services from both applicants and the state. Educational level of the population is becoming the leading factor of socio-economic development, which has led to radical change of education role in the structure of public life. At the beginning of the XXI century, higher education programs are becoming the main segment of international market of educational services. Globalization of education, manifested in harmonization of education systems of the countries, unification of education levels and qualification frameworks, has actualized the effectiveness issue of national higher education systems. At present, there are several methods allowing to assess national system of higher education comprehensively through drawing up world rankings.Downloads
