The System of Indicators of Entrepreneurship Effectiveness at Different Levels of Management Taking into Account Multi-Criteria Assessment

Abstract

Difficult financial conditions of small and medium-sized businesses functioning in the last two years are associated with post-market changes that are taking place in the economies of the world and in Russia. The turnover of enterprises in a number of sectors of the economy is decreasing, jobs are being made available, and firms are closing. Under these conditions state financial support of business becomes targeted and is provided to each specific economic entity that is experiencing difficulties due to the peculiarities of business functioning. The state and the entrepreneurs themselves are making organizational and financial efforts to overcome the crisis, increase activities sustainability and achieve performance indicators at all levels of management. The principles of sustainable investment have recently become widespread throughout the world. They are also based on targeted investments in the development of industries and enterprises responsible for economic, environmental and social development of the world. All these determine the relevance of the topic of the article. The purpose of the study is to form a system of indicators of entrepreneurship effectiveness, which can serve a basis for analysis, monitoring and management of entrepreneurship at different levels taking into account multi-criteria assessment. That determines the novelty of the study. The article proposes the criteria for selecting indicators to assess effectiveness of entrepreneurship development, analyzes the state and trends of entrepreneurship development, and considers the indices of simplification of regulatory procedures for registration and ease of doing business and the degree of its disclosure. The results are based on the use of multi-level approach that allows exploring simple and complex business systems at the global level and at the level of national economy, region and industry.
