The Role of the State in the Development of Digital Economy in Russia

Abstract

Digitalization as the global trend in the development of modern economy has significant potential for increasing labor productivity, life quality of the population, and business efficiency growth. Taking into account these advantages the state seeks to stimulate the large-scale use of digital technologies. This desire is expressed in the adoption and implementation of relevant concepts, strategies and programs at the highest level of governance in developed countries. Active state participation is an indispensable driver for the development of technological supply and demand, creation of leader companies as points of digital growth, commercialization of technologies, and their entry into foreign markets. Having similar goals and objectives of stimulating digitalization of national governments, practical approaches to their achievement are characterized by certain specifics. It is due to the initial state of innovative, technological and research factors, the place of the economy in the international division of labor. The purpose of the article is to consider federal projects as part of the national program “Digital Economy of the Russian Federation”, to determine the priorities of state policy in this area, to evaluate the forms and mechanisms of incentives used, the planned results and the resources necessary to achieve them in the context of the international dynamics of digitalization. Formal legal, statistical and general scientific methods were used as the methods of the research. They allow considering certain issues from the legal, managerial and economic point of view comprehensively. The results of the study allow drawing a definite conclusion: Russian experience of government stimulation of the digital economy is developing in accordance with the global trends. Features of domestic policy in the field of digitalization are determined by the desire of the state to ensure national security in information sphere. In this regard, considerable attention is paid to the issues of import substitution, transition to Russian hardware and software, creation of infrastructure to combat cyber threats and storage of big data in the country.
