Movement without Purpose: Preliminary Results of the Concept of Long-Term Development of the Russian Federation (Strategy 2020)

Abstract

The concept of long-term comprehensive development of the Russian Federation for the period until 2020 was adopted in 2008. It was was briefly called “Strategy 2020”. The concept included a large number of targets in economic and social spheres, which Russia had to achieve in 12 years. Due to several financial and economic crises, economic sanctions, fluctuations in world oil prices and the recession of the Russian economy, “Strategy 2020” turned out to be impossible. Moreover, most indicators are unlikely to be achieved in the next five years. The article is devoted to the analysis of changes in the main quantitative indicators in the sphere of industry, innovation, foreign trade, social sphere and possible reasons for the failure of “Strategy 2020”
