Increase of investment appeal of the regions by formation of special economic zones of territorial-industrial clusters is an important direction of state regulation of investment processes. Creation of conditions for economic growth based on effective economy demands mechanism perfection of basic market institutions functioning, optimization of public authorities activity, increase of investment appeal of the country and competitiveness of Russian economy. The overall objective of modernization policy is to change branch structure of the economy. Under domestic conditions reorganization should be carried out with a view of refusal of raw orientation of national economy in favour of the development of productions providing necessary diversification degree of the economy and promoting steady economic growth. To solve the specified problems it is necessary to combine the possibilities and resources of the state and enterprise sector. The Federal Law “About Special Economic Zones in the Russian Federation” describes the mechanism of such interaction. Special Economic Zones (SEZ) is usually understood as a part of national economic space which is characterized by special economic-legal activity regime, created at the expense of application of certain system of privileges and stimulus encouraging attraction of investments and activation of industrial and innovative activity. Special economic zones were widely disseminated in many foreign countries in the middle of XX century Now there are nearby 3000 in the world in which export production account for about 650 bln. of US dollars. SEZs provide workplaces for 55 million persons. The largest number of special economic zones functions in the USA, where, by some calculations, there are more than 240. In China special economic zones occupy a third of its territory and their quantity is above 100.Downloads
