The urgency of the theme of the research is caused by necessity to provide professional approach to personnel management in the sphere of tourism. First of all, it assumes introduction of clear requirements to the personnel through definition of its functions, duties, responsibilities and necessary level of knowledge and qualification. Highly skilled and highly motivated personnel is a guarantee of productive work of any enterprise, including tourism organizations. Therefore the problems of personnel management in this sphere are very actual. For control system of the personnel to be effective enough, it is necessary to have clear idea about the basic mechanisms of personnel organization. Despite deep enough study of the problems connected with the technologies and methods of personnel work, domestic researchers have not paid sufficient attention to the questions of substantiation of methodical approaches and working out of methodical toolkit of creating of effective control system of the personnel in the sphere of tourism.
