TOOLS OF INTERMUNICIPAL INTERESTS COORDINATION OF LOCAL GOVERNMENT ON THE BASIS OF CLUSTER ANALYSIS

Abstract

In the article the problems of optimum model of budgetary relations are considered. The technique of stability analysis of local budgets is suggested, on the basis of which multidimensional classifications of municipal unions of Oryol region is made on such statistics indexes as volume of gratuitous transfers per capita from the budgets of higher level and conditionally own incomes per capita. On the basis of cluster analysis of municipal budgets own incomes and the volume of gratuitous transfers from the budget of higher level, institutional structure of budgetary relations and the tools of their coordination is defined.
