Organizational Culture as a System-Forming Factor of Management in Social Institutions: Theoretical and Methodological Review

Introduction. Organizational culture in the modern scientific and managerial agenda is considered as one of the key factors determining sustainability and effectiveness of f social institutions functioning. Under conditions of social policy reforming and the necessity to adapt to changing social demands, the importance of internal cultural foundations of organizations is increasing. The purpose of the study is to reveal organizational culture as a system-forming factor of management in social institutions based on theoretical and methodological review of the key concepts. Methods. Methodological tools are based on combination of system analysis, institutional approach and comparative interpretation, which allows considering organizational culture as a complex, multidimensional phenomenon that shapes the sustainability and development of social organizations. Results. Theoretical and methodological review of the approaches to the analysis of organizational culture developed by T. Parsons, N. Luhmann, V.G. Afanasyev and A.I. Prigozhin is presented. Parsons' AGIL model allows interpreting culture as a mechanism for maintaining integration and reproduction of the systems; Luhmann's theory of social systems focuses on communications as the basis of organizational order; the Russian School of Management (Afanasyev, Prigozhin) demonstrates the importance of cultural factors in the processes of institutional transformation and organizational development. Based on the analysis, the features of organizational culture of social institutions were identified, including value orientations, regulatory practices and communication mechanisms that ensure systematic management. Conclusions. Organizational culture acts as a system-forming factor of management in social institutions, determining not only the internal stability of organizations, but also their ability to adapt to external challenges.Downloads
