Instruments of Interaction between Regional and Municipal Authorities on the Issues of Socio-Economic Development of the Territories

Solution of the issues of socio-economic development of the territories is a significant task at the regional and municipal levels. One of the key tools for achieving this goal is the organization of interaction between authorities at these levels. The purpose of the article is to analyze the effectiveness of various instruments of interaction between regional and municipal authorities, which can contribute to activation of socio-economic development of the territories. The research methodology is based on the use of a wide range of methods, including theoretical substantiation, data concretization, analysis of conceptual features, as well as the use of statistical models and analogies. Consideration of approaches to government cooperation in the field of socio-economic development identified three main tools discussed in the article: uniformity of the directions of regional and municipal programs, assessment of municipal project office activities and decomposition of federal projects indicators. The article emphasizes the importance of a unified map of program directions at the regional and municipal levels, and suggests criteria for evaluation of municipal project office activities as an effective tool for socio-economic development of territories. The conclusion was made that it is necessary to decompose the indicators of federal projects between regional and municipal authorities.Downloads
