Registration and Analytical Support of the System of Russian Universities Management

Abstract

Introduction. Based on the trends of modern development of economic relations, sustainable development under conditions of continuous changes, it is necessary to build a development strategy using relevant tools and areas of registration and analytical support for the system of higher educational institution management (university) oriented to the future. The development programs of 15 universities participating in the Priority 2030 Program, the track "research leadership" and "territorial/sectoral leadership" in terms of modernization of the university management system were studied. Semantic analysis (seo analysis) based on the key vectors of the development of the university management system was carried out. The results of expert survey (questionnaire) of the specialists in the context of three focus groups (registration experts and researchers) were obtained. The theoretical base includes scientific papers on the subject of the research. The purpose of the study is identification of tools and directions for the development of the university management system that meet the challenges of the present and strategic goals (until 2030) and obtaining practical results of the expert survey in order to establish the relevant functions and auxiliary competencies of registration specialist to achieve the organization's strategy. Results. The basic results of the study are formation of development trends of accounting and analytical tools of the management system on the university projects and determination of the relevance of functions and competencies of the accounting university specialist. Conclusions. The current tools and directions of registration and analytical support of the university management system (Project Management system, Analysis of Key Performance Indicators, Automation (Digitalization) of Business Processes, Stakeholder approach) were determined. The most relevant functions and additional competencies of registration specialist to achieve the organization's strategy were identified. The largest percentage in the aggregate of the three expert focus groups identifies the function of reporting and its explanations (60.85%), and the most in-demand (64.62%) additional competence is classification, processing and consolidation of large amounts of information.
