Reforming Problems and Directions of Public Administration Perfection at the Level of the Russian Federation Entity

Abstract

The relevance of the article is proved by the fact that civil service reforming is a serious and important problem, since public administration apparatus is an integral component of the state legal system. Socio-economic transformations carried out in the society depend on its functioning. Much depends on the functioning of the civil service and its apparatus efficiency. It is a fundamental tool for improving governance, economic and social spheres. Besides, public service allows adjusting relationship between society and the state. The purpose of the study is to substantiate the directions for improving the reforming process of the state civil service in the constituent entities of the Russian Federation. While writing the article, the following scientific research methods were used: comparison, analysis, synthesis, generalization, and document analysis. General scientific methods of cognition were used. Methods of systemic, structural-functional, comparative legal, typological analysis and synergetic, socio-economic, historical approaches are among them. To solve the research problems, a set of methodological approaches was used to analyze current aspects of the problem of public-state interaction within the framework of the development of digital public administration. The method of modeling situations was also used to solve the problems found during the study. The scientific novelty of the research is determined by the results obtained during the research process, the totality of information sources involved in the analysis, verifiable and valid conclusions and proposals. It was possible on the basis of systematic approach to implementation of the assigned tasks. The result of the scientific research is the following: directions for improving the state civil service of Orel region are identified, and measures are also outlined to improve the mechanism of implementing reform of the state civil service in Orel region.
