Abstract

The subject and purpose of the study is to characterize and evaluate the current system of regulatory support for the development of sectoral specialization of regional economy, which is the determining factor of economic structure of the country's economy, and to justify measures to improve the system of stimulating the economic orientation of the country's regions. The positive value of industry specialization is justified by the classics of economics. The article substantiates the statement that industry specialization leads to the sustainable development of regions not under any circumstances, and determines the conditions under which the desired effect can be achieved. The analysis and assessment of the existing regulatory and legal support of the spatial structure of the country in the development and implementation of long-term programs of socio-economic development. It is established that the existing regulatory and legal provisions do not contribute to implementation of one of the main functions of public administration, that is, the revival of social environment with healthy market relations. Economic orientation of the regions is achieved by non-market imperative methods of regulating the narrowed composition of public administration branches, which is due to a deformed idea of the essence of fundamental foundations of the economic orientation of the regions. The negatives are also revealed due to the imperfection of the regulatory and legal support of industry specialization, among which the determinants of negative factors are: the rupture of the mutual relationship between economic and social development, development inhibition of relatively wealthy regions and preservation of the state of permanent growth of economic lag of remote regions of Russia, and aggravation of the problem of unemployment in labor-surplus regions. A list of causal negative factors and threats to social stability at the regional and national levels is given and measures to prevent them are determined. The measures of revision and improvement of the entire system of normative legal acts according to the criteria for ensuring sustainable interconnected social and economic development are proposed.
