Macroregions as a Factor in Russia's Socio-Economic Breakthrough

Abstract

Now the Russian Federation faces two strategic tasks of social and economic development. Firstly, the accomplishment of technological breakthrough and, secondly, the reduction of disparities in the level of socio-economic development of the subjects of Russia. To solve the second problem, a new economic division of the country into districts- macroregions - was proposed. The article analyzes the prospects for dividing the country into macroregions, suggests approaches to create a new level of state management of these territories, and stipulates the need to improve strategic public administration based on macroregions. To solve the above mentioned problems facing the country, the authors propose a concept for creation of a new transport and logistics system in Russia based on the development of high-grade railways and creation of a special production area with preferential tax regime within certain macroregions to attract foreign corporations to Russia.
