An object (a country, a region, an industry, or an individual enterprise) must have a sufficient amount of innovative potential to carry out innovative activities. In turn, effective management of innovative development of the region requires its diagnosing and comprehensive assessment. The ongoing changes in the economic development orientation of the subjects of the Russian Federation have made the problem of improving the diagnosing of socio - economic efficiency of the regional development urgent. Today there is a high differentiation of the regions according to the economic and social indicators in Russia. Intensification of this trend can lead to weakening of the country's economic security and the integrity of the federal structure of Russia. The basis of the problem is in diverse growing contradictions, among which the most important are contradictions between the current structure of social production in the region, the levels of technological development, the state of capital and labor markets, and the needs of market relations. Market conditions have also changed the understanding of content and provisions of the regional policy pursued by the Federal Center and the regions themselves. As a result, innovative development of the Russian Federation is characterized by high degree of uneven regional development. All these factors make it necessary to conduct timely diagnosing of socio-economic situation of the subjects, due to the significant inequality of each region, characterized by its special geographical position, historically developed specialization, as well as innovative potential.Downloads
