Family-Oriented State Policy: Requirement of Modern Realities

Abstract

In the article the questions, concerning realizations of the Concept of Family Policy, formation of family-oriented state policy aimed at strengthening of family relations traditions are considered. Family with children, propagation of responsible parenting and healthy life style are paid attention to. The state family policy is developed and implemented as a kind of activity, in which government institutions, employers, noncommercial organizations, and the citizens take part. In the article the data of statistical research Matrimonial Reference Points of Modern Society are analyzed. The research shows the change of the attitude of young generation to marriage and family institution. The fact that young generation does not consider the fact of registration of the family relations to be important and the concept of “civil marriage” becomes a norm, is of special attention. It essentially influences increase of such indicator as “extramerital child”. The main reason of civil marriages increase, as the research shows, is absence of condemnation of the society. Therefore the guidelines of demographic policy development defined by the President of the Russian Federation Putin V.V. in the annual message to the Federal Assembly should change the relation of the society to family and improve demographic situation in the state. The measures specified in the Message are aimed at increase of the total birth rate.
