Under modern conditions the questions of creative perfection of the economy of Russia are of importance but they will have no answers without real methods of stabilisation of innovative economy on the territorial level. According to the fact that the state delegates a part of powers and responsibility to the regions level, it loses functions of unique planning and distributing institution, and the region play the role not inherent in it. There appear essential reserves in use of new economic mechanisms of public administration of innovations at territorial level and improvement of the available ones.Downloads
