Modelling of Estimation of Management Efficiency and Effectiveness according to the Results

Abstract

Efficiency of state governing, to which the attention of the society is directed, is the major direction now. To provide effective resources distribution and possibility of efficiency estimation of their use, corresponding management tools are necessary. The reforms which are carried out in the sphere of state governing should provide formation of monitoring system of the resources use, and operative reaction aimed at levelling of possible consequences in case of deviations from the planned purposes. Achievement of the specified purposes of administrative reforms is carried out on the basis of introduction of the approaches based on the concept «managements by results» in the activity practice of the state authorities. Use of the approaches has a number of advantages, but at the same time it is heavily criticized by some experts. The increase of interest to the given area is connected with the fact that citizens formulate its certain vision where productivity growth, transparency of public authorities activity and responsibility for the soution of the tasks in view is the central place. Managements according to the the purposes is the process of professional management based on goal-setting, drawing up of plans and control over their performance. Its realization demands the answer to the questions connected with planning of the actions, defining of the terms of their performance and necessary expenses, and establishment of admissible parametres of the problems performance. According to the results of the performance of the planned actions conclusions about the degree of the purposes performance and the necessity of correcting actions are made.
