Regional Perspectives of Social and Economic Spheres of Russia

Abstract

In the article the problem of formation of the uniform social and economic space of Russia under conditions of high differentiation level of the regions development is investigated. The objective of the research is to find the ways to overcome social and economic heterogeneity of the sphere on the basis of regional perspectives. The idea, that dynamics of macroeconomic indicators cannot demonstrate the development of the system as a whole as it does not reflect its inner condition, is substantiated. Ignoring of the processes in social and economic system can result not only in considerable slow-down of the development, but also to the change of the movement trajectory. To illustrate heterogeneity of social and economic sphere of Russia, indicators of resource potential of four regions with multidirectional growth dynamics of gross regional product were analyzed. As a result, there were four perspectives, which did not correspond the contour of economic growth in the Russian Federation, and had no coincidence between them. That proves, that the same processes develop in different directions and with different speed in different points of social and economic spheres of Russia. It is the contours discrepancy of regional projections that forms heterogeneity of the sphere that leads to its disintegration. In the end the conclusion is made, that to form the uniform social and economic sphere it is necessary to have a clear idea about the development vectors of its territorial units. The condition of social and economic system can be steady only in case of coordination of dynamic characteristics of its elements. Designing of the uniform social and economic space of Russia should start with the regional perspectives, allowing to see the reflection of the purposes and problems of national development on a certain territory. The presented research is based on fundamental positions of regional and spatial economy, and applied aspects of the system analysis theory. Methods of comparative analysis are used. Indicators of social and economic position of the subjects of the Russian Federation are used as statistical base of the research.
