EFFICIENCY INCREASE OF THE BUDGET USE AT THE REGIONAL LEVEL

Abstract

The budget process aimed at execution of expenses commitments is currently of particular importance for the regions. However, target figures do not always correspond to the ones actually carried out. Moreover, despite the list of expenses assigned to regional budgets and defined in the RF Budget Code, both the availability of interregional differentiation of economic potential, and the volume of interbudgetary transfers coming from the federal budget influence their fulfillment as well. The article presents performance analysis of the expenses part of the budgets of the subjects of the Russian Federation in the CFD (Central Federal District) on the basis of comparison of planned and actual indicators. The main directions of the effectiveness of the budget funds use are determined. Prospective directions of development of treasury support of state contracts are suggested. Differentiation model of user charge of budgetary credits of the Federal Treasury and their parameters is developed.
