THEORETICAL BASES OF RESEARCH OF SOCIAL AND ECONOMIC DEVELOPMENT OF MUNICIPAL UNIONS

Abstract

One of the most important problems today is the search of the ways of social development of Russia»s regions. Socio-economic and political processes are changing rapidly now, and the state social policy is constantly looking for the solutions of new challenges. According to modern approaches social development is not only the solution of urgent problems, but investments into the future of a man, his health and his professional, cultural, personal, spiritual development. There should be two dimensions of social development: social development proper when it is estimated from the positions of the efficiency of social problems solution and purely political development when it is considered from the point of view of the efficiency of the main problem solution, that is, social security and stability in the society. The purpose of the article is to study and analyze the theory of social development of municipality, namely to consider the concept of «social development», different approaches to social development as a scientific category in detail and to reveal the difference between the concepts «social development, «social change and «social infrastructure»
