Abstract

There is no doubt that one of the modern society development bases is innovative activity. Modern society means society based on knowledge, where the main value is intellectual capital. Under conditions of postindustrial society's development stage scientific and technical and innovative potential of the state should be a basis for competitiveness maintenance in the world markets.
