Учетно-аналитическое обеспечение системы управления российских вузов

Введение. Основываясь на трендах современного развития экономических отношений, устойчивого развития в условиях непрерывных изменений необходимо строить стратегию развития с помощью актуальных инструментов и направлений учетно-аналитического обеспечения системы управления высшим учебным заведением (вузом) ориентированных на перспективу. Нами изучены программы развития 15 вузов, участников программы «Приоритет-2030», трек «исследовательское лидерство» и «территориальное/отраслевое лидерство» в части модернизации системы управления вузом. Проведен семантический анализ (seo-анализ) на основе ключевых векторов развития системы управления вузом. Получены результаты экспертного опроса (анкетирование) специалистов в разрезе трех фокус-групп (эксперты учетной сферы и научные работники). Теоретическая база включает научные труды, посвященные тематике исследования. Цель исследования. Определение инструментов и направлений развития системы управления вузами, которые отвечают вызовам настоящего времени и стратегическим целям (до 2030г.). Получение практических результатов экспертного опроса с целью установления актуальных функций и вспомогательных компетенций учетного специалиста для достижения стратегии организации. Результаты. Базовыми результатами исследования является формирование трендов развития учетно-аналитического инструментария системы управления по проектам вуза и определение актуальности функций и компетенций учетного специалиста вуза. Выводы. Установлены актуальные инструменты и направления учетно-аналитического обеспечения системы управления вузами (Система управления проектами, Анализ ключевых показателей эффективности, Автоматизация (цифровизация) бизнес-процессов, Стейкхолдерский подход). Нами определены наиболее актуальные функции, дополнительные компетенции учетного специалиста для достижения стратегии организации. Наибольший процент в совокупности трех экспертных фокус-групп выделяют функцию - составление отчетности и пояснения к нему (60,85 %), а наиболее востребованная (64,62 %) дополнительная компетенция - классификации, обработки и консолидации больших объемов информации.Скачивания
