Development of Special Preferential Zones Infrastructure on Terms of Public-Private Partnership

Abstract

The article describes special preferential zones as one of the forms of public-private partnership and a specific mechanism by which necessary conditions are created for the inflow of investments into regional economies. Comparative characteristics of tax regimes of certain types of special preferential zones are presented. Despite the existence of tax incentives, the country's budget system are positively affected by their functioning. It has been substantiated that infrastructure development of special preferential zones is one of the tools for providing preferential conditions for their residents. The authors analyzed the processes of implementing projects for the development of infrastructure in the country, identified the pace of its development, the dynamics of the number and volume of infrastructure projects, and presented a forecast of the needs and deficit of infrastructure investments. It is concluded that overcoming the deficit of infrastructure investments in the country is possible through the use of public-private partnership mechanisms and wider involvement of the private sector in infrastructure projects. The authors carried out a study and identified a number of problems existing in this area that are of different specific nature (political, legal, economic, managerial, environmental and technological problems), the elimination of which will help strengthen the partnership between the state and business and increase the number of successfully implemented infrastructure projects on special preferential territories.
