Increase of Investment Appeal of the Regions by Formation of Special Economic Zones and Territorially - Industrial Clusters

Abstract

The important direction of state regulation of investment processes is increase of investment appeal of regions by formation of special economic zones of territorial - industrial clusters. Creation of conditions of economic growth based on effective economy requires perfection of the functioning mechanism of the basic market institutions, optimization of public authorities activity, increase of investment appeal of the country and competitiveness of the Russian economy. An overall objective of modernization policy is change of branch structure of the economy. Under domestic conditions reorganization should be carried out with a view of refusal of raw orientation of national economy in favour of the development of manufactures providing the necessary degree of diversification of the economy and promoting steady economic growth. To solve the specified problems association of possibilities and resources of the state and enterprise sector is necessary. The mechanism of such interaction is in the basis of the Federal Law About Special Economic Zones in the Russian Federation. Under special economic zones (SEZ) a part of national economic space is understood which is characterized by special economic-legal regime of the activity, created at the expense of application of certain system of privileges and stimulus encouraging attraction of investments and activation of industrial and innovative activity.
